PRINCIPAL RESPONSIBILITIES AND DUTIES include the following:<br>

PROGRAM VISIONING, PLANNING AND MANAGEMENT <br>
•	Oversight and management of safe, decent and affordable housing<br>
•	Assist the Director for Property Management in the setting of aggressive performance goals for the oversight and management of affordable housing projects throughout the country<br>
•	Oversee the implementation and achievement of those goals<br>
•	Develop an annual operational plan for the Texas region<br>
•	Analyzes activities, costs, operations and forecast data to determine the Texas region’s progress toward stated goals and objectives<br>
•	Orchestrate the execution and delivery of internal and external reporting, including the sharing of information with development, financial management and legal counsel staff<br>
•	Report and participate in monthly Management meetings<br>

<br>
PROPERTY MANAGEMENT <br>
•	Maintain Property Management’s “clean” HUD status, including, but not limited to, unblemished 2530s<br>
•	Prepare and recommend approval operating budgets for Texas real estate portfolio <br>
•	Develop annual performance benchmarks for each property in the Texas real estate portfolio and provide continuous oversight and support to staff assigned to achieve said established performance goals. <br>
•	Oversee the training, implementation and usage of YARDI Property Management software by all property staff with respect to all of the software’s functions <br>
•	Implement and oversee the implementation of sound management practices and procedures, including but not limited to, the development of lease or rental agreements, manage the lease renewal process, orchestrate tenant retention programs, collection of rents, impounds and property maintenance<br>
•	Coordinate contracts for services of vendors, maintenance and grounds keeping personnel<br>
•	On a periodic basis, review and evaluate the physical condition of each property<br>
•	Undertake formal and in-service training programs for employees to ensure standardization of operating and maintenance policies and procedures; <br>
•	Oversee third party management companies providing contract services to any portion of the Texas real estate portfolio.<br>
<br>
FINANCIAL MANAGEMENT <br>
•	Plan and manage the cash flows of each Texas property to ensure timely and sufficient payment of all operating expenses, as well as payment to the deferred developer fees<br>
•	Continuously seek innovative ways to generate and increase miscellaneous income<br>
•	Secure financial tools (e.g. lines of credit) from vendors and suppliers to facilitate the efficient operation and effective maintenance of all properties<br>
•	During acquisition and rehabilitation projects with HUD-required Construction Escrows, ensure that the funds for construction, sometimes from multiple sources, flow in a timely manner so that construction is not delayed and operating revenue is not used; <br>
 <br>
<br>
STAFF MANAGEMENT <br>
•	Recruit, select, retain and develop staff consistent with annual management goals<br>
•	Train staff in all pertinent issues of property management, including, but not limited to, fair housing laws, maintenance routines, regulatory compliance issues and financial management. <br>
•	Continually motivate staff to full-heartedly implement the programmatic vision and consistently achieve the agreed-upon performance goals<br>
•	Oversee and manage the daily work of support staff<br>
•	Provide staff with regular feedback on the quality of their work<br>
•	Conduct annual and semi-annual staff evaluations<br>
•	Develop training plans for each staff member, and ensure the completion of each individual training plan<br>
•	Periodically assess staffing and implement changes and corrections as necessary<br>

COMMUNITY RELATIONS <br>
•	Identify major stakeholders of each project and oversee the procurement of each stakeholder’s support<br>

Answering all incoming phones calls from prospective new residents, current residents, vendo suppliers, etc. 4) Maintains an awareness of local market conditions and trends, and contributes ideas to the Community Director for marketing property and resident satisfaction.   Performs administrative duties to include:  1) Updating reports on a daily basis and providing information  to Community Director 2) Organizing and filing all applicable reports, leases, and paperwork 3) Proofreading all lease paperwork and processes move-ins and move-outs.  4)  Processes all security deposit move-out reports 5)  Accepts service requests from residents and routes to maintenance department for prompt processing and conducts service follow-up with residents when work is completed.  Practices and understands safety procedures to job task, hazardous chemicals, and other work-related dangers and ensures all employees are adhering to good safety practices.
