� Oversee the implementation and achievement of those goals
� Develop an annual operational plan for the Texas region

� Orchestrate the execution and delivery of internal and external reporting, including the sharing of information with development, financial management and legal counsel staff
� Report and participate in monthly Management meetings

PROPERTY MANAGEMENT
� Maintain Property Management�s �clean� HUD status, including, but not limited to, unblemished 2530s
� Prepare and recommend approval operating budgets for Texas real estate portfolio
� Develop annual performance benchmarks for each property in the Texas real estate portfolio and provide continuous oversight and support to staff assigned to achieve said established performance goals.
� Oversee the training, implementation and usage of YARDI Property Management software by all property staff with respect to all of the software�s functions
� Implement and oversee the implementation of sound management practices and procedures, including but not limited to, the development of lease or rental agreements, manage the lease renewal process, orchestrate tenant retention programs, collection of rents, impounds and property maintenance
� Coordinate contracts for services of vendors, maintenance and grounds keeping personnel
� On a periodic basis, review and evaluate the physical condition of each property
� Undertake formal and in-service training programs for employees to ensure standardization of operating and maintenance policies and procedures;
� Oversee third party management companies providing contract services to any portion of the Texas real estate portfolio.

FINANCIAL MANAGEMENT
� Plan and manage the cash flows of each Texas property to ensure timely and sufficient payment of all operating expenses, as well as payment to the deferred developer fees
� Continuously seek innovative ways to generate and increase miscellaneous income
� Secure financial tools (e.g. lines of credit) from vendors and suppliers to facilitate the efficient operation and effective maintenance of all properties
� During acquisition and rehabilitation projects with HUD-required Construction Escrows, ensure that the funds for construction, sometimes from multiple sources, flow in a timely manner so that construction is not delayed and operating revenue is not used;

STAFF MANAGEMENT
� Recruit, select, retain and develop staff consistent with annual management goals
� Train staff in all pertinent issues of property management, including, but not limited to, fair housing laws, maintenance routines, regulatory compliance issues and financial management.
� Continually motivate staff to full-heartedly implement the programmatic vision and consistently achieve the agreed-upon performance goals
� Oversee and manage the daily work of support staff
� Provide staff with regular feedback on the quality of their work
� Conduct annual and semi-annual staff evaluations
� Develop training plans for each staff member, and ensure the completion of each individual training plan
� Periodically assess staffing and implement changes and corrections as necessary
� Ensure appropriate compliance to operating policies and procedures by staff

COMMUNITY RELATIONS
� Identify major stakeholders of each project and oversee the procurement of each stakeholder�s support
� Respond to and resolve difficult and sensitive tenant inquiries and complaints
� Plan and develop industry, labor and public relations policies designed to improve entity�s image and relations with residents, employees and public
� Collaborate with personnel from government and private agencies to re-structure loans, acquire rental subsidies or other resources available to stabilize the long-term financial operation of all projects
� Work effectively in a multi-cultural environment with a wide range of community-based organizations and low-income persons, public officials, private sector lenders and community leaders in a team-based approach.

Job Responsibilities include: Assist the Community Director in effectively managing the assigned property. In the Community Director�s absence, the Assistant Community Director will assume all responsibilities associated with accomplishing property objectives as set forth by the Property Community Director and Property Owner. In addition, the Assistant Community Director is directly responsible for maintaining daily, weekly, and monthly reports including accurate reporting of rents and deposits received. Issues appropriate notices when necessary (late payments, eviction notices, returned check memos). Delivers deposits and receipts prior to bank close each day. Physically inspects property when on grounds, picks up litter and reports any service needs to maintenance staff. Manages all phases of leasing and resident retention to include: 1) Working with lease renewals on a monthly basis 2) Greeting prospective clients, showing property, and performing leasing duties as needed. Answering all incoming phones calls from prospective new residents, current residents, vendo suppliers, etc. 4) Maintains an awareness of local market conditions and trends, and contributes ideas to the Community Director for marketing property and resident satisfaction. Performs administrative duties to include: 1) Updating reports on a daily basis and providing information to Community Director 2) Organizing and filing all applicable reports, leases, and paperwork 3) Proofreading all lease paperwork and processes move-ins and move-outs. 4) Processes all security deposit move-out reports 5) Accepts service requests from residents and routes to maintenance department for prompt processing and conducts service follow-up with residents when work is completed. Practices and understands safety procedures to job task, hazardous chemicals, and other work-related dangers and ensures all employees are adhering to good safety practices. Must be able to perform any additional duties as deemed appropriate by the Community Director. Pay is based on experience.
