A description of the position follows.  Candidates must meet minimum requirements in order to be considered.<br>
<br>
I.	DESCRIPTION OF SERVICES<br>
<br>
This position will work for both the Foundation School Program (FSP) Project manager and the Independent Validation and Verification (IV&V) Manager.  FSP development team testing assignments will be specific to the FSP project while IV& V testing will include other projects as defined by the IV&V manager.  <br>
<br>
            Worker Duties:<br>
A.	Work on multiple projects performing development team testing or Independent Validation and Verification (IV&V) team testing.<br>
B.	As a  development team tester duties include coordinating with the Independent Verification and Validation (IV&V) team to ensure all computer programs developed or acquired by the agency meet the defined requirements and pass the user acceptance testing prior to their release<br>
C.	Analyze and review system requirements, use cases and other design documents to gain overall understanding of the functionality of the new application, and works with the development team testers to determine appropriate level of testing required.<br>
D.	Participate in the technical reviews of components developed, if appropriate.<br>
E.	Work to ensure that all products are inspected to meet agency standards for quality, security, performance, usability and other standards.<br>
F.	Work to ensure that the products delivered meet the specified requirements; meets the current standards for quality, security, performance, usability, and comply with and other standards, guidelines and best practices for protecting agency and personnel data as defined by operating processes and legislation.<br>
G.	Work collaboratively as a member of an agile/scrum development team to create overall test design, test cases and scripts.  <br>
H.	Must be able to implement automated tests as well as perform manual test scripts for a complex application.  <br>
I.	Must be able to quickly come up to speed with TEA environment, utilize QTP tools to, and build an automated testing environment and processes. Determines operational, technical and support requirements for test automation.<br>
J.	Will mentor and work with other team testers in acquiring test automation skills and in the use of test automation tools to achieve test automation knowledge transfer.  Helps other team members to improve their testing skills.<br>
K.	Develop suites of automated test scripts for use in testing software acquired and/or developed by the agency.  Converts manual tests into automated tests for regression testing.  Constructs new automated tests and improves existing tests.<br>
L.	Create test cases and test data for use in automated testing.  Creates test reports.  Develops processes, procedures, forms and templates.  Collaborates with team testers in test planning, preparation, execution, and reporting.  Files accurate and helpful testing issue reports.<br>
M.	Communicate with project manager, technical team lead, development team members and customers about automated testing tasks and results and to understand their needs.  Documents all work, as requested.<br>
N.	Keep supervisor and management informed on issues and the status of work planned and contemplated by submitting weekly status reports.<br>
O.	Interface, as appropriate, in carrying out application testing responsibilities with project team members and other IT peers and management.<br>
P.	Performs other related duties as assigned.<br>
<br>
II.	WORKER SKILLS AND QUALIFICATIONS<br>
<br>
	Minimum Requirements:<br>
	5 years	Experience in working the full Software Development Life Cycle in an Object Oriented framework where team is transitioning to agile development practices.<br>
	5 years	Experience and knowledgeable in use of test automation tools, particularly HP Quality Center Test Director 9.2 and HP Quick Test Professional, Load Runner.<br>
	5 years	Experience in designing and building a framework for test automation, and writing test scripts.<br>
	5 years	Experience in designing, developing and implementing test plans, test cases, test scenarios and test reports processes for web applications from Software Requirements Specification Documentation and other specification documents. <br>
	4 years	Experience with use of MS Excel 2003 or later, and with database query tools such as Oracle PL/SQL<br>
	2 years	Experience or testing knowledge of Microsoft .Net Framework and the following .Net languages:  ASP.NET, VB.NET and C#.NET, or other OO software development.<br>
	<br>
            Preferences:<br>
	2 years	Experience in working with complex financial, formula based applications. <br>
	2 years	Experience working in an Agile Development environment, planning and participating in sprints.<br>
	1 year	Experience in ADA testing.<br>
	1 year	Experience with software change management and version management tools, preferably with Merant PVCS and Version Manager.<br>

II.	WORKER SKILLS AND QUALIFICATIONS<br>

	Minimum Requirements:<br>
	4 years	Experience in analysis, design and development of SAS programs in a UNIX environment. Work involves migrating MVS SAS to a UNIX environment.  Work will involve extensive modifications to update program data sources.<br>
	4 years	Experience with SAS/base, SAS/Macros, SAS/SQL.  <br>
	4 years	Work experience and knowledge of Oracle (10g) and SQL Server databases, schemas, tables, and elements and able to write simple to complex SQL code.<br>
	4 years	Experience developing test plans and test to validate their own or other developers SAS program results<br>
	4 years	Work experience in updating or creating documentation of code and high level systems documentation.<br>
	4 years	Strong analytical, problem-identification and analysis skills with the ability to envision a solution.  <br>
		Excellent communication skills both orally and in writing.<br>
		Works well independently and as part of a team.<br>

             DPS is seeking an individual to assist in writing the IT specifications for a Request for Proposal (RFP) for procurement of a agency wide solution for Grant Management Tracking System for managing the allocation and tracking of the federal and state funds allocated to the State of Texas.  The system will be used to manage the receipt of, internal use, and allocation of funds to local and state entities.  The individual will be required to become familiar with the types of grant funds received by the agency, determine the needs of the agency for tracking, and develop IT specifications for the RFP.  In addition to writing the RFP, we will require the individual to be available to answer technical questions from prospective bidders and participate in the evaluation phase of the procurement process.  <br>

II.	WORKER SKILLS AND QUALIFICATIONS<br>
<br>

The system will be used to manage the receipt of, internal use, and allocation of funds to local and state entities.  The individual will be required to become familiar with the types of grant funds received by the agency, determine the needs of the agency for tracking, and develop IT specifications for the RFP.  In addition to writing the RFP, we will require the individual to be available to answer technical questions from prospective bidders and participate in the evaluation phase of the procurement process<br>

Excellent communication skills are required. Requires strong interpersonal skills for communication with a diversified user community and outside vendors. Basic Qualifications<br>

Role Description:<br>
Primary function is to design, develop and document an extensible linux based python application that retrieves water quality time series data from multiple online and offline sources, parses and reformats the retrieved data and populates/updates existing and new MS SQL Server databases (One per data source). Data retrieval will be from web sites, ftp sites, and through SOAP based web services and will be in ASCII or XML formats. Retrieved data will be restructured to conform with the CUAHSI ODM 1.1 database schema. Design application to enable easy addition of future data sources. Work on developing procedures and capabilities in the application to allow rollback of data import if problems occur. Develop reporting and monitoring capabilities to notify administrators of success or failure of data imports. Also, other related duties as assigned.<br>

The engineer will perform the following:<br>

Design, develop documentation and plans and implement new hardware features and life cycle updates.  These projects will include such items as OS upgrade analysis and implementation; email gateway, DNS, and log management implementations; as well as life cycle updates for various Windows-based systems.<br>
* Must have 4+ years overall experience with at least the last 1 ˝ years focused on providing technical support across a broad range of Microsoft technologies including:<br>
                - Server operating systems - Windows 2000, 2003, and 2008.<br>
                - Active Directory<br>
                - Exchange 2003, 2007, and 2010<br>
* Position requires experience with Windows server configuration and administration that extends beyond day-to-day monitoring and maintenance activities. Knowledge and experience with server hardware components and internals as well as server build and configuration experience is required.<br>
* Experience working in a multi-server environment is required with knowledge of migration technologies and strategies. Microsoft certifications are highly desirable.<br>
* In-depth experience with Active Directory (AD) and Exchange is required with demonstrated knowledge and experience with AD and Exchange design and configuration architectures and migration strategies.<br>
* * Must have experience in aspects of system design and implementation methods;<br>
* Must be able to develop detailed documentation of technical analysis and system implementation plans.<br>
Must be able to perform root cause analysis, identify and isolate technical issues, and work in a collaborative effort with other team members as necessary to quickly and effectively resolve technical issues and provide timely status and progress reporting to customers;<br>
* Must have experience with installing new software releases, system upgrades, and evaluation and installation of patches.<br>

These projects will include such items as the implementation of COOP site upgrades, Retina, Hercules, time server, log management functions within an enterprise level program as well as the implementation of server upgrades for redundancy and/or life cycle updates.<br>
*       Provide specific detailed information for hardware and software selection, implementation techniques and tools for the most efficient solution to meet business needs, including present and future capacity requirements.<br>
*       Conduct testing of infrastructure and security design.<br>
*       Design components of applications, including interface, middleware, infrastructure and networking technology; collaborate with engineers, architects and other team members on the implementation, integration, testing, and deployment technologies; analyze organizational data requirements and create models of data flow; specific familiarity with implementing grid architecture would be a plus.<br>
*       Design and implement server upgrades. Experience in hardware & software architecture and design with background with enterprise environments that contain multiple operating systems (Windows, HP-UX, Linux), multi-tier database systems, Oracle EBS, web servers and associated communication protocols, such as FIPS 140-2 compliant file transfers, web services, http/s.<br>
*       Perform technical planning, system integration, verification and validation, estimated cost and risk assessment, supportability and effectiveness analyzes for total systems.<br>
*       Perform functional analysis, timeline analysis, detail trade studies of hardware and software technologies, requirements allocation, and interface definition analysis to translate customer requirements to hardware and software specifications.<br>
*       Perform at all levels of total system design and development to include: concept, design, prototype/proof of concept, test, installation, operation, maintenance, and disposal.<br>

The engineer will possess the following:<br>

*       Strong knowledge in enterprise level integration activities with knowledge in technologies such as web services and SOA; experience in the implementation of J2EE technologies and web services integration.<br>

II.	WORKER SKILLS AND QUALIFICATIONS<br>

	Minimum Requirements:<br>

III.	TERM OF SERVICE<br>
Services are expected to start as soon as possible and go through approximately August 31, 2009.  Total estimated project hours shall not exceed 1040 hours. This service may be amended, renewed and/or extended providing both parties agree in writing to do so.  <br>

IV.	WORK HOURS AND LOCATION<br>
A.	Services shall be provided during normal business hours Monday through Friday, starting at an agreed time between 7:00am and 9:00am, and work will end each day at an agreed time between 4:00pm and 6:00pm.  This excludes State holidays when the agency is closed. <br>

I.	DESCRIPTION OF SERVICES<br>
<br>
Skills and duties: <br>
Interviewing end-users for insight on functionality, interface, problems, and/or usability issues.<br>
Consistently writing, translating, and coding software programs and applications according to specifications.<br>
Writing programming scripts to enhance functionality and/or performance of company applications as necessary.<br>
Liaise with network administrators, systems analysts, and software developers to assist in resolving problems with software products or agency software systems.<br>
Designing, running and monitoring software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.<br>
Administer critical analysis of test results and deliver solutions to problem areas. <br>
Generating statistics and write reports for management and/or team members on the status of the programming process. <br>
Analyzing and assessing existing business systems and procedures.<br>
Research, identify, analyze, and fulfill requirements of all internal and external program users.<br>
Develop and maintain user manuals and guidelines.<br>
Train end users to operate new or modified programs.<br>
Install software products for end users as required.<br>
Other duties as assigned. <br>

	7 years	Experience developing web applications using object oriented analysis, design, and programming with ColdFusion.<br>
	7 years	Experience and an understanding of coding methods and best practices.<br>
	7 years	Experience developing test cases and test plans.<br>
	7 years	  Experience collaborating with developers, programmers, and designers in        conceptualizing and development of new software programs and applications.<br>
<br>
	7 years	Knowledge of applicable data privacy practices and laws.<br>
	6  years	Experience developing SQL queries, stored procedures, triggers using Microsoft SQL Server 2005. This includes experience with select, insert, update, and delete queries.<br>
	6  years	Experience working in a networked, multi-tiered architecture with Novell Netware, Apache Tomcat, Windows XP Pro, and Windows Server 2003.<br>
	5 years	Experience developing XML data extraction and transfer programs.<br>
	5 years	Experience developing custom forms with Adobe PDFs and Adobe Acrobat Professional.<br>
		Strong written, oral, and interpersonal communication skills.<br>
		Ability to work both independently and in a team-oriented, collaborative environment.<br>
	<br>
             Preferencs:<br>
	5 years	Developing web applications using object oriented analysis, design, and programming with Adobe Flex, Eclipse, and XML.<br>
	5 years	Developing grant management system software.<br>
	3 years	Using Xerox Docushare, Adobe LiveCycle, Citrix, VMWare, and/or Sage MIP.<br>

III.	TERM OF SERVICE<br>
Services expect to start approximately November 10, 2008 and are to be completed by February 28, 2009.  Total estimated Worker hours shall not exceed 700 hours per worker.  This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.<br>

IV.	WORK HOURS AND LOCATION<br>
A.	Services shall be provided during normal business hours unless otherwise coordinated through the GLO. Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. <br>
B.	The primary work location(s) will be at the GLO facility located at 1700 North Congress Avenue, Austin, Texas.  <br>
